But the things that have worked, such as expanded school choice, need the support of a fairer funding system and an empowered local school board that’s unafraid to rise to the challenge. But clearly, the state takeover created more problems than it solved. There’s no silver bullet that will fix all of Detroit’s K-12 education problems. These problems will persist, and adopting a fairer funding system will have to be a top priority in future legislative sessions as those problems become more pronounced. ![]() It also puts districts like Detroit in a difficult circumstance where they can’t make reliable spending plans to serve those students. But her efforts didn’t pay off, leaving funding for different types of high-need students again at the mercy of the legislature’s yearly appropriations decisions, which have often treated high-need students unfairly. All students should be funded fairly and more dollars should follow the students with higher needs.Įarlier this year Gov. Lawmakers on both sides of the aisle should recognize this is a major problem. More generally, school districts throughout the state see significant variations in per-pupil funding that simply aren’t related to student needs but, rather, according to historical funding patterns and property wealth. ![]() While Michigan has increased its basic per-pupil funding in recent years, funding meant to provide additional resources for at-risk and low-income students has declined. Now that Michigan lawmakers have backed away from doing the school board’s job for them, the state can finally support Detroit by fixing its resource allocation, particularly for disadvantaged students. Detroit needs a determination to do better, not to restrict school choice. That’s precisely the attitude the district needs. His plans include strategies to improve attendance, sell off excess school space and renew the focus on improving academics. It’s no secret that charter schools are part of the reason Detroit’s district schools are seeing shrinking enrollment, but it’s hard to blame families for selecting them given charters’ largely superior academic performance compared to nearby district schools.įortunately, DPSCD Superintendent Nikolai Vitti has signaled that he intends to give those charters a run for their money by improving district programs and winning families back. It also requires academic programs to be fine-tuned so that they’re competitive with neighborhood charter schools. ![]() Declining revenues brought about by declining student enrollment requires that the school district appropriately consolidate operations to control costs and eliminate debt. The DPSCD school board undoubtedly has its hands full. On the state side, Michigan’s school funding formula needs to be rectified so that disadvantaged students, which would include 86 percent of all students in Detroit, are treated fairly. The board’s job should be prioritizing the aspects of academics and fiscal management that previous state leaders failed to address, such as actually getting the district out of debt and focusing on improving classroom instruction. Now that Detroit is back under the control of an elected school board, local and state leaders need to have a clear understanding of their roles. It was unlikely from the outset that state bureaucrats were going to do better than local leaders at finding some secret sauce that could put Detroit students and district management on a better trajectory. State takeover successes aren’t consistent at improving overall school district operations. Skeptics have argued it for years, and it seems they’re right - states shouldn’t manage school districts.Ī new study commissioned by the Detroit Public Schools Community District’s school board released in mid-November confirmed that the 15-year period that DPSCD was largely governed by state officials rather than a local school board was a “costly mistake” - the school district’s dire financial situation and student performance didn’t see much improvement at all under state control.

Examples of such protocols include the Inside the Classroom: Observation and Analytic Protocol ( Weiss et al., 2003) and the Reformed Teaching Observation Protocol (RTOP Sawada et al., 2002). ![]() Often, these protocols ask observers to make judgments about how well the teaching conforms to a specific standard. Although responses to these types of questions can provide useful feedback to observers and instructors, the data are observer dependent and cannot easily be standardized or compared across multiple classrooms (e.g., all STEM courses at UBC or UMaine).Īlternatively, structured protocols provide a common set of statements or codes to which the observers respond. When observers use open-ended protocols, they typically attend class, make notes, and respond to such statements as: “Comment on student involvement and interaction with the instructor” (Millis, 1992). The observation protocols considered were divided into two categories: open-ended or structured. In the quest for a suitable observation protocol, multiple existing options were considered, and ultimately rejected. A critical requirement of the protocol was that observers who were typical STEM faculty members could achieve those results with only 1 or 2 hours of training, as it is unrealistic to expect they would have more time than that available. To achieve these goals, the programs needed an observation protocol that could be used by faculty member observers to reliably characterize how students and instructors were spending their time in undergraduate STEM classrooms. The results of such observations were needed to: 1) characterize the general state of STEM classroom teaching at both institutions, 2) provide feedback to instructors who desired information about how they and their students were spending time in class, 3) identify faculty professional development needs, and 4) check the accuracy of the faculty reporting on the Teaching Practices Survey that is now in use at UBC (CWSEI Teaching Practices Survey, 2013). ![]() To collect information about the nature of STEM teaching practices as a means to support institutional change, faculty at both the University of British Columbia (UBC) and the University of Maine (UMaine) created classroom observation programs. ![]() This lack of information is a major barrier to transforming instruction and evaluating the success of programs that support such change. Given these compelling, evidence-based recommendations and the recognized need for measures of teaching effectiveness beyond student evaluations ( Association of American Universities, 2011), higher education institutions are struggling to determine the extent to which faculty members are teaching in an interactive manner. ![]() As a result, the importance of teaching science, technology, engineering, and mathematics (STEM) courses more effectively has been stressed in numerous reports, including the President's Council of Advisors on Science and Technology Engage to Excel report ( 2012), the National Science Foundation/American Association for the Advancement of Science Vision and Change report ( AAAS, 2010), and the National Research Council Discipline-Based Education Research report ( Singer et al., 2012). A large and growing body of research indicates that undergraduate students learn more in courses that use active-engagement instructional approaches ( Prince, 2004 Knight and Wood, 2005 Michael, 2006 Blanchard et al., 2010). ![]() I remember also checking the latest chapter available, just to check if I would like the art later on, but despite the huge improvements, it just didn't do it for me. I actually tried to start reading ToG a few times as well, but I couldn't get past the first couple of chapters because of the art (and I also thought Baam was just an idiot boy in love with Rachel due to chapter 0). ![]() And then I would watch the anime, because it can give some satisfaction to watch some scene being animated.Īnd yeah, the art is bad. I would recommend first to read the webtoon, because it gives you a clearer idea of the tower.etc. But, as I said, it's something that grew on me but originally I really didn't like it. Early on I really disliked it, now I grew fond of it and I really appreciate how I can see the growth of the art style throughout the webtoon. It has amazing sountrack and I really appreciate the art style. That said, I still think the anime is good. Obviously, that's a problem that is ultimately due to the fact that they had to adapt all of season 1 of the webtoon in 13 episodes. It's just that, if you have read the webtoon, you feel them missing (or at least I did). They are not major scenes and the story flow well even without them. And these are scenes in the webtoon that give abit more depth to the relationship between the characters and can make you understands better Baam, his power/potential and the dynamics in the tower. I think the major problem of the anime is some scenes either are absent or were changed. Overall, the anime still doesn't compare to the webtoon, but I think that it's a good adaptation even if not excellent.
